This is a Bulova His Excellency men's dress watch, which was Bulovas high end dress line. This watch was made in 1948. As is but is running and keeping time. The crystal is recently replaced and is in perfect condition. The band is a NOS Kreisler Lizard band. The dial has visible patina as seen in photos. This watch is Gold Filled with minimal brassing.
